Enhancements

Update the .NET Framework to version 4.8.1
Added a create date in UTC across all objects for our international end-users. Invoice also has a new modify date in UTC.
When adding or modifying a serialized part we now check to see if the serial number and barcode are unique across other objects, as well as part numbers.

Changed the text search in the shipment to also filter by the serial number (was only barcode before)
Fix rental billing decimal place issue.
Toggle barcode scanning on or off, and when off filtering works with all characters.
With barcode scanning disabled, you can now press the Enter key in the shipment quantity to navigate to the next item in the list. This was a regression from barcode scanning.
Typing in the direct shipment filter was delayed, causing missed characters, and shifting focus to the grid.
