The location of the view marker depends on whether you are drawing a section or an elevation. A section, sometimes referred to as a section cut, is the view you would see if your wall was cut in half and you looked at the cut end while standing on the ground. An elevation view is perpendicular to a section and is the view you would see standing next to the wall on the outside. In both cases the direction of the view is important.
