If you created A SQL server previously, you will need to assign the Azure user as the AD Admin user to the SQL server.
To do this:
1. Select the server in the drop-down
2. Click Assign AD Admin App Registration.
If successful, you will see the following:
3. Click OK
4. Click Next
Next, create an App Service Plan.
