The term Users refers to Quantify users, those who access and use Quantify to one degree or another. You can provide Users with varying degrees of access to Quantify's features, by assigning them to roles, each role having its own set of permissions for accessing and using Quantify. Note: Companies that have purchased Quantify with Small Business licensing can only create Users that have Administrator accounts.
